I’m William Coakley (5934 Lake Osborne Dr/Lantana) and with me today is Larry Silver who is also a Lake Osborne Estates resident and is Chairman of the board of Directors of that Civic Association.

This is about helicopter training schools at Lantana Airport and their non compliance to measures you put into place to protect the communities from the ravages of helicopter training over their homes and families.

And I want to begin by thanking everyone who helped us get to this point including Commissioner Vana and her staff and Commissioner Marcus and her staff for taking an interest as well.

For the past seven months, an exhaustive full time effort has been made in cooperation with the DOA [Department of Airports] to get helicopter training schools at Lantana Airport to comply to these protective measures you established fifteen years ago.

These protective measures are known as NOISE ABATEMENT PROCEDURES and they represent common sense good neighbor standards which are inherent to any Landlord Tenant agreement. They make it very clear that helicopter training should never be conducted over populated areas and should remain above the airport or at another location.

I have with me a petition of 227 resident signatures from all the communities surrounding the airport …confirming that until the past few weeks …helicopter schools chose not to comply with your NOISE ABATEMENT PROCEDURES… and this non compliance has caused harm to the communities.

This defiance was deliberate, willful, consistent and universal among helicopter operators at the airport including your tenant. 2:00 minutes

Fortunately this problem is being addressed by Commissioner Vana’s office but since all airport matters are voted on by this honorable body, petitioners are asking that you all speak with one voice insisting that compliance is necessary for the protection of the public.

Although we are cautiously optimistic concerning the few weeks of cooperation from the tenant training school …we would hope you keep in mind that it took seven months of combined full-time effort from our communities and the DOA [Department of Airports] to achieve this level of compliance… and petitioners are asking that you do something so that we don’t have to go through another grueling seven months ending up here again just to get another brief period of compliance from your tenant.
